Data Protection Landscape in 2000 (Pre-GDPR Era)

Data Protection Directive 95/46/EC (1995): This was the foundational EU data protection law in 2000. It aimed to harmonize data protection laws across member states and set minimum standards for processing personal data.
Key Principles (similar to GDPR's predecessors): Data had to be processed fairly and lawfully, collected for specified purposes, adequate and relevant, accurate, not kept longer than necessary, and secured.
Consent: While not as strict as GDPR's "unambiguous" consent, the directive generally canada phone number list required consent for processing personal data, but its interpretation and enforcement varied significantly by member state.
Notification/Registration: Many countries required organizations to register their data processing activities with a national data protection authority.
Right to Access/Rectify: Individuals had some rights to access and correct their personal data.
Lack of Harmonization: Despite the Directive, there was considerable variation in how each EU member state implemented it into their national laws. This created a complex, patchwork legal environment for businesses operating across borders.
ePrivacy Directive (2002/58/EC): This directive, often called the "Cookie Law," was not yet in force in 2000. It was implemented in 2002 and would later specifically address electronic communications, including unsolicited emails (spam) and cookies, introducing more explicit consent requirements for these activities.
